Financial Management for the Higher Education Sector

Over time the enrolment in higher education has been rapidly increasing in Kenya which has seen the number of public universities increase from 5 in early 2000s to the current 31 in addition to the spiraling number of other tertiary training institutions. The increasing enrolment in Universities hit a snag in 2017 when the number of qualified candidates drastically reduced.
The government has also initiated a review of the funding system in place for higher education so as to embrace a differential capitation approach as opposed to the flat capitation which was earlier being used. The higher education institutions in the country have often had numerous students unrest resulting from among other issues poor leadership and mismanagement of resources. While the demographics are indicative of a continuous demand for higher education, the existing institutions are faced with a myriad of challenges among them budget cuts, declining numbers, lack of autonomy to charge desired fees, general macroeconomic hardships among others.
To this end, ICPAK has organized this seminar to evaluate the strategies applicable to higher education institutions in order to overcome the above challenges and to guarantee attainment of the desired objectives by higher education institutions.

- Alternative income generation options in the face of dwindling enrollment
- Revisiting government capitation for higher education institutions; differential vs flat capitation
- Application of ICT in management of higher education operations
- Revenue leakages: opportunities and challenges
- Good corporate governance practices for higher education institutions
- Investment by higher education institutions: the place of public private partnerships
- Research commercialization: opportunities and challenges
- Relooking the role of Internal audit and audit committees in management of higher education
- Government policy and strategic objectives of higher education institutions: are they divergent or congruent?
- Role of endowment funds in financing higher education

10.0 National Industrial Training Authority (NITA) Reimbursement
The Institute is registered as a trainer with National Industrial Training Authority. The Institute’s registration number is DIT/TRN/47. Participants who are registered levy contributors should apply to NITA for reimbursement of their fees. Please note that this is applicable for Kenyan citizens only and subject to NITA regulations.
