INSTITUTE OF CERTIFIED PUBLIC ACCOUNTANTS OF KENYA
(Established under the Accountant Act, Laws of Kenya)
FINANCIAL REPORTING AND MANAGEMENT CONFERENCE FOR COUNTY GOVERNMENTS
Date: 11th – 13th March 2020
Venue: Mombasa, Kenya
The Constitution of Kenya envisaged complimentary, consultative interdependence between National and County levels. However, in reality the two levels are characterized by acrimony more than anything else. Devolution has been with us for almost seven years now with mixed results. Some areas have recorded tremendous progress – the challenges notwithstanding. County government operations continue to face interruptions from among other things treasury circulars and budget cuts. This year’s conference will look at among other things:
- Governance – Performance Management, Capacity Building and Risk Management
- The 2019 Census: Implications for Counties
- Pending Bills: Implications for County Governments.
- Alternative Dispute Resolution
- Accountability Mechanisms and Fiscal Management – The Place of County Assemblies
- Qualified Audit Reports – Benchmarking for Counties
- Revisiting the State of IPSAS Implementation in Counties
- Automation and Revenue Collection Milestones and Challenges
- Management of other Public Entities
- Tax Implications for County Government as Tax Agents
- Audit Committees in Enhancing Accountability – The Nexus
Public Sector Accountants and other Finance staff, Members of County Assemblies, Auditors, Professionals in the Counties, Practitioners, Professionals working in County Governments, Academia, Public sector officials and professionals interested in county governments.
