OVERVIEW

Financial reporting through proper compliance with the International Public Sector Accounting Standards helps in sound decision-making and at the same time increases accountability, openness, and transparency in the use of those resources. It also helps to improve the performance of, and trust in, the public sector.

Financial reports provide basic information to people interested in the performance of an entity (the users).  They allow the entity to be held accountable for how it manages and uses the money it receives, including the entities in the public sector. This requires that that the process of preparing and presenting these reports meets fully the requirements of the accounting standards and that the reports produced are of high quality and, when used by the different stakeholders, result in reported information which meets the needs of users.

Many Governments and public sector organizations have made significant progress in the continuous improvement of public financial management and these reforms are expected to continue. Many African countries have been through several rounds of public financial management reforms, including reforms to implement medium-term budgeting, programme-based budgeting, and integrated financial management information systems. From an accounting perspective, IPSAS is fundamental reform that can improve public financial management. IPSASB is therefore committed to developing high-quality public sector accounting standards to ensure transparency and quality of the financial reporting.

Despite promising results, major challenges remain. Progress made has been very uneven and several Counties and public entities suffer from poor management of financial resources. In many jurisdictions, the lack of cooperation, complete and accurate information about Government finances continue to be a major cause of concern as it impacts accountability and informed decision making by policy makers. However, this can be mitigated by ensuring that most entities adopts accrual accounting practices and Strong and transparent financial reporting. Indeed, good PFM practices have powered nations, whereas poor standards have led to financial chaos and civil unrest.

In light of the above the Institute has organized a two- day workshop to cover the following topical areas: –

  • Legal requirements and Presentation templates; Components of financial statements; Key considerations and timelines
  • Emerging developments in public sector financial reporting
  • Environmental Sustainability and Governance reporting
  • Transitioning from IPSAS Cash to IPSAS Accrual
  • Assets and liabilities policy and its implication on Accrual Accounting.
  • Accounting measurement and disclosure
  • Developments in Public Financial Management (PFM)
  • Budget implementation and effective budgeting considerations for public sector organizations; Effective budgeting considerations for the counties and other public sector entities

TARGET AUDIENCE:

This workshop will be useful to all professional Accountants and those aspiring to join the profession.

CONTINUOUS PROFESSIONAL DEVELOPMENT UNITS (CPD UNITS):
Members of ICPAK and those from reciprocating professional bodies will be awarded 14 Structured CPD Units upon successfully completion of the workshop.

FINANCIAL COMMITMENT:
The workshop charges are Kshs. 10,000. Charges will cater for the workshop fees, learning materials, and e-certificates of attendance.
