OVERVIEW

The financial and sovereign debt crises emphasized the need to strengthen the quality of financial management in public sector organizations worldwide. The continuing aftermath of these crises has reinforced these needs and has increased the pressure on Governments and public sector organizations to better manage public resources.

Many Governments and public sector organizations have made significant progress in the continuous improvement of public financial management and these reforms are expected to continue. Many African countries have been through several rounds of public financial management reforms, including reforms to implement medium-term budgeting, programme-based budgeting and integrated financial management information systems. From accounting perspective, IPSAS is fundamental reform that can improve public financial management. IPSASB is therefore committed to developing high-quality public sector accounting standards to ensure transparency and quality of the financial reporting.

In spite of promising results, major challenges still remain. Progress made has been very uneven and a number of Counties and public entities suffer from poor management of financial resources. In many jurisdictions, the lack of cooperation, complete and accurate information about Government finances continue to be a major cause of concern as it impacts accountability and informed decision making by policy makers. However, this can be mitigated by ensuring that most entities adopts accrual accounting practices and Strong and transparent financial reporting. Indeed, good PFM practices have powered nations, whereas poor standards have led to financial chaos and civil unrest.

In light of the above the Institute has organized a two days workshop to cover the following topical areas;

  • The effectiveness of financial reporting standards
  • Transitioning from IPSAS Cash to IPSAS Accrual
  • Assets and liabilities policy and its implication on Accrual Accounting.
  • Accounting measurement and disclosure
  • IPSAS improvements – updates.
  • Open discussions on the challenges faced by public sector professionals in compliance to IPSAS and PFM Guidelines
  • Changing roles of finance professionals and the future of public sector accounting and finance
  • Professional Ethics in relation to PFM
  • Public Investment and appraisal
  • Contracting and Contract Management
  • Off-balance sheet Finance

CONTINUOUS PROFESSIONAL DEVELOPMENT UNITS (CPD UNITS):
Members of ICPAK and those from reciprocating professional bodies will be awarded 14 Structured CPD Units upon successfully completion of the workshop.

FINANCIAL COMMITMENT:
The workshop charges are Kshs. 10,000. Charges will cater for the workshop fees, learning materials, and e-certificates of attendance.

Participants who are registered levy contributors should apply to NITA for reimbursement of their fees. Please note that this is applicable for Kenyan citizens only and subject to NITA regulations.
