THE INSTITUTE OF CERTIFIED PUBLIC ACCOUNTANTS OF KENYA

(established under the Accountant Act, Laws of Kenya)

IPSAS Workshop – Mt. Kenya Branch

DATE: 19th – 20th April 2018

VENUE:Mountain Brezee Hotel – Embu

Introduction

In the past, government entities in Kenya have faced fundamental challenges that have inhibited the efficient management of public finances. One of these challenges is the lack of understandable and transparent financial statements that would facilitate internal controls and oversight. In response to calls for higher transparency and accountability, the government has embarked on reforms which include the adoption of the International Public Sector Accounting Standards, IPSAS, as endorsed in 2014. The IPSAS conceptual framework identifies the goal of financial reporting by PSEs as the provision of information that is useful to users for accountability and decision-making.

The adoption of IPSASs requires the designing and operationalization of sound financial policies, strategies and activities. It also necessitates resource mobilization, allocation and utilization of resources for delivery of goods and services, reports accounting for funds and external audit. Progressively, the public-sector entities are expected to transition from Cash Based IPSASs to Accrual Based IPSASs.

This workshop aims to advance delegate’s knowledge of the PFM Act 2012 and IPSASs especially on assets and liabilities reporting, and compliance matters as summarized in the 2017 FiRe awards. The workshop will cover:

  • IPSAS 22: GGS and disclosures
  • IPSAS 32: Service Concession Arrangements: Grantor – Discussion on Private and Public Partnership
  • Preparation and Presentation of Financial Statements under the various IPSAS (Cash/Accrual) and Application of IPSAS Financial Statement requirement to public sector entities.

a) Presentation of financial statements under IPSAS 1 and Cash Based IPSAS

b) IPSAS 31 – Intangible Assets

c) IPSAS 19 – Provisions, Contingent Liabilities and Contingent Assets
