Theme: “Driving improvements in service delivery through PFM”

Introduction

Strong PFM systems are essential to improved service delivery, poverty reduction and the achievement of Kenya’s Vision 2030. Effective PFM systems maximize financial efficiency, improve transparency and accountability, and in theory contribute to long-term economic success.  Activities range from the preparation and fulfilment of the budget cycle, budget oversight and control, taxing, debt management and procurement, to resource allocation and income distribution, and are increasingly seen as a set of inter-related sub-systems rather than a stand-alone activity. Over the last two decades, almost all developed countries have conducted substantive reforms to strengthen their PFM systems and generate reliable information to promote fiscal stability and sustainable development

The Public Financial Management Seminar brings together professionals from the Private and Public Sector to share experiences and knowledge on the subject. The sessions will provide some great knowledge base as well as a unique opportunity to expand your professional horizons with many new ideas to be implemented for public sector improvements and reforms.

  • County Integrated Development Plan (CIDP)
  • The Budgeting Process as provided for by the PMF Act in both the National (Includes State Agencies) & County Governments

  2. Public Procurement & Asset Disposal Act 2015, its impact on Public Finance Management
  3. Mobilizing Resources for County Development a look at:
    • County Governments Budget Implementation Review Report – Controller of Budget
    • Strategies for own resource enhancement
    • Policy on Counties Resource Enhancement
    • County Government Taxation/Regulatory Bill 2016
  4. Role of County Assembly in Budgeting a look at the lessons learnt from Pioneer County Government

Target Audience:

  • Parastatals and County Government Finance staff including accountants, auditors, finance and non-finance staff, budget officers, controllers, treasurers
  • Practitioners involved in public sector accounting: auditors, policy advisors, consultants, strategic and financial planners
  • Academicians, accountancy students and any person who wants to develop a good understanding and working knowledge of the PFM regulations and its challenges
