Theme: “Driving improvements in service delivery through PFM”

Introduction

Strong PFM systems are essential to improved service delivery, poverty reduction and the achievement of Kenya’s Vision 2030. Effective PFM systems maximise financial efficiency, improve transparency and accountability, and in theory contribute to long-term economic success.  Activities range from the preparation and fulfillment of the budget cycle, budget oversight and control, taxing, debt management and procurement, to resource allocation and income distribution, and are increasingly seen as a set of inter-related sub-systems rather than a stand-alone activity. Over the last two decades, almost all developed countries have conducted substantive reforms to strengthen their PFM systems and generate reliable information to promote fiscal stability and sustainable development
