Background                      

Kenya has continued to make progress in strengthening its institutional framework for auditing, financial management and prevention of corruption. However, despite ongoing reforms, robust audit framework and oversight measures, the country continues to face challenges related to the misuse of public resources and weak enforcement of professional standards. Audit reports from the Office of the Auditor-General frequently point to recurring issues such as financial misstatements, unsupported expenditures, poor governance and internal controls, human resource issues and procurement irregularities across both levels of government.

Corruption, being the misuse of entrusted power for personal gain, often involving bribery, embezzlement, nepotism, and other forms of unethical conduct, continues to undermine public trust in institutions, processes and people. Moreover, it impacts every sector of society both directly and indirectly, hampering development and economic growth by diverting resources away from public services, infrastructure, and investment and eroding social justice and the rule of law, perpetuating inequality.

Although audit reports attempt to un-earth these vices, their scope and impact is constrained by limited resources, low or ineffective public engagement, limited sanctions on un-implementation of recommendation among other challenges. As a result, the potential of auditing to serve as a driver of economic governance and public trust remains largely untapped.

As part of ongoing reforms to address these challenges, ICPAK has initiated the piloting of the Unique Document Identification Number (UDIN) system to enhance the credibility of financial reports and curb the practice of unqualified individuals posing as accountants or auditors. For such initiatives to be effective, broader engagement with key stakeholders, including oversight bodies, civil society organizations, and the public, is essential to ensure that audit findings lead to improvements in governance and service delivery.

Therefore, the town hall meeting provides a timely and strategic platform to reposition auditing as a basis for Kenya’s economic and governance transformation.

Objectives.

The town hall is premised on the following objectives:
1. To highlight current and ongoing reforms by ICPAK and OAG on improving audit reliability and public confidence.
2. To advance and sensitize the public on the need to professionalize audit and accounting functions in both public and private sectors.
3. To enhance understanding of audit findings through stakeholder dialogue and public engagements.
4. To identify ways in which auditing can help combat corruption and minimize wasteful public expenditure.
5. To discuss ways of strengthening audit enforcement and compliance mechanisms

Target Audience

This forum  will be useful to all professional Accountants and those aspiring to join the profession

Continuous Professional Development Units (CPD Units):

Members of ICPAK and reciprocating professional bodies will be awarded 10 CPD Units upon successfully attending the session.

The Institute is registered as a trainer with National Industrial Training Authority. The Institute’s registration number is DIT/TRN/47. Participants who are registered levy contributors should apply to NITA for reimbursement of their fees. Please note that this is applicable for Kenyan citizens only and subject to NITA regulations.
