Theme: Strengthening Public Sector Accountability through Enhanced Financial Reporting Practices

Overview

In a period where financial accountability and transparency are increasingly critical, the adoption of International Public Sector Accounting Standards (IPSAS) has become essential for strengthening Public Financial Management (PFM). In Kenya, the Government has implemented various reforms aimed at enhancing public finance management. With the introduction of the devolved system of government, a new dimension of PFM has emerged, bringing with it additional challenges related to human resources, institutional structures, and operational frameworks. This workshop is designed to offer a comprehensive overview of IPSAS and their integration into PFM practices, with the goal of improving financial reporting and governance across public sector institutions.

The workshop also provides an important platform for public sector professionals to strengthen their competencies in financial management and reporting. By deepening understanding of IPSAS and encouraging the adoption of best practices in PFM, the programme seeks to promote greater financial transparency, accountability, and operational efficiency within public entities. The following topics will be addressed:

  • Principles of Public Financial Management in Kenya
  • County Own Source Revenue: County Government Revenue Raising Process Bill
  • Emerging issues arising from Office of the Auditor General audit reports
  • Public procurement and payment for goods and services
    • Pending bills
    • Challenges encountered
    • Effects of non-compliance
  • Linkages between budgeting and procurement and their impact on cash flows
  • Adoption of IPSAS in Kenya
    • Transition to IPSAS accrual basis
    • IPSAS 1 -Presentation of financial statements
  • IPSAS 45: Property, Plant and Equipment
    • Initial recognition
    • Subsequent measurement, including the optional revaluation model
    • Depreciation
    • Accounting treatment of infrastructure and heritage assets
  • Principles of Public Financial Management in Kenya
  • The budget-making process in Kenya—county and national budgets
    • Performance-based budgeting and results-oriented PFM
    • Incorporating performance indicators to monitor efficiency in public expenditure
    • Challenges associated with transitioning from line-item budgeting to performance-based budgeting

Target Audience:

This workshop will be useful to all professional Accountants and those aspiring to join the profession.

Continuous Professional Development Units (CPD UNITS):
Members of ICPAK and those from reciprocating professional bodies will be awarded 14 Structured CPD Units upon successfully completion of the workshop.

Financial Commitment:
The workshop charges are Kes. 10,000. Charges will cater for the workshop fees, learning materials, and e-certificates of attendance.

National Industrial Training Authority (NITA) Reimbursement:
The Institute is registered as a trainer with National Industrial Training Authority. The Institute’s registration number is DIT/TRN/47. Participants who are registered levy contributors should apply to NITA for reimbursement of their fees. Please note that this is applicable for Kenyan citizens only and subject to NITA regulations.
