Overview
Globally, tax systems are undergoing periods of transition driven by key developments such as international reforms, the digitalization of economies, and increasing demands for transparency, equity, and sustainability. These developments are part of the efforts to respond to intensifying tax competition across jurisdictions and improve compliance.
In this evolving policy environment, governments are reassessing the structure and impact of tax systems to ensure they generate tangible economic benefits while maintaining fiscal sustainability. For developing countries, the ongoing reforms present both opportunities and challenges in safeguarding domestic revenue bases.
Kenya continues to undergo a challenging but pivotal fiscal period. In 2024, heightened public concern over taxation and the cost of living led to increased civic unrest and a revision of economic growth projections by the National Treasury. In addition, revenue performance has been affected by slower economic activity, compliance gaps, and financing constraints. As external funding becomes less predictable, the focus is shifting toward strengthening domestic resource mobilization and improving tax administration.
The expectations for the Finance Bill 2025 and the budget also present a timely opportunity to realign tax policy with current economic realities and support economic sustainability and recovery.
It is against this backdrop that the Taxation Masterclass, Second Edition 2025 is premised.
