OVERVIEW

TVETs & School Accountants and Bursars play a pivotal role in service delivery in institutions of learning in Kenya today. However, their capacities to deliver effective services to their employers are often low mainly owing to lack of regular job-related training and development. As a result, majority of them have stagnated in their career growth and development. This trend has adversely affected the quality of financial reporting services offered by them to their employers and ultimately negatively affects accountability and transparency of school boards and management to their constituents across the country.

Moreover, the public sector reporting and financial management landscape, just like other related areas of financial reporting, is constantly changing. These changes are informed by the new IFRSs, IPSASs and professional ethics requirements for preparers of financial statements. In addition, changes are also underpinned by policy, legislative and regulatory framework transformation at national and regional levels. For example, the Kenya Kwanza administration has recently formally adopted accrual-based accounting for all public sector entities in Kenya. This will have far-reaching implications for all public sector entities including public schools and institutions of learning.

Of course, there are disparities in terms of skills sets for current school accountants and bursars. For instance, those in well-established schools generally enjoy better working conditions and terms including career growth and development opportunities, while those in schools at formative stages do not. It is therefore imperative that the skills set of all public schools’ accountants and bursars are enhanced to facilitate a more transparent and accountable space in the public school’s domain. Doing this would not only enhance public confidence and trust in public schools but will significantly impact positively on service delivery.

Besides the challenge of financial reporting, school accountants and bursars are also faced with work related stress mainly attributed to poor personal finance management which often affect adversely their performance. Based on this it is important to develop their capacities to sustainably manage these issues with a view to not only enhancing their productivity but also ensuring better health outcomes for them.

Besides their normal professional engagements, school bursars and accountants are called upon to lend support to other related areas of school management. These include, for instance, offering procurement and contract management services, support in recruitment of staff and related human resource management processes, facilities management and acting as advisor for school heads in overall school management.

Based on the foregoing issues, the Institute has organized a three-days training workshop for school accountants and bursars themed ‘Strengthening the competencies of TVETs & school accountants & bursars towards enhanced accountability and transparency in Kenya’.

The workshop will focus on the following topical areas:

  1. Tuition billing and collection: ensuring accurate and timely payment of school fees
  2. Alignment with Templates Issued by PSASB:
  • The preparation of financial reports, statements and analysis for internal stakeholders and
  • Facilitation of annual audits from the Office of Auditor General.
  • Financial reporting and analysis template to support their day-to-day work.
  • Management of school bank accounts, cash deposit and disbursements
  • Optimization of financial liquidity and management of financial risks.
  1. Compliance with applicable IPSASs, IFRSs and internal controls:
  • Enforcement of financial policies, procedures and internal controls to safeguard school assets, prevent fraud
  • Development and implementation of annual budget plans
  • Ensuring compliance with applicable IPSASs and IFRSs.
  1. Procurement and contract management: effective and efficient management for all school contracts
  2. Human resource management: provision of adequate support to the head teacher in the effective management of school administration
  3. Facilities health and safety management: effective management of school facilities
  4. Student financial services: facilitating access to bursaries and scholarships for identified needy students.
  5. ICT skills for 21st century Accountant
  6. Personal finance management: improve capacities of the professionals to undertake effective personal finance management.

Members of ICPAK and those from other reciprocating professional bodies will earn 20 CPD units upon successfully attending all conference sessions.

The Institute is registered as a trainer with National Industrial Training Authority. The Institute’s registration number is DIT/TRN/47. Participants who are registered levy contributors should apply to NITA for reimbursement of their fees. Please note that this is applicable for Kenyan citizens only and subject to NITA regulations.
