Overview

Public sector entities in Kenya are increasingly recognizing the importance of high-quality financial reporting to enhance transparency, accountability and support decision-making processes. The International Public Sector Accounting Standards (IPSAS) accrual basis undoubtedly provides a robust framework for public fiscal management, offering the most comprehensive view of an entity’s financial position and performance for a particular period. The impetus for the transition to accrual accounting in Kenya is the Kenya Kwanza ruling regime’s recent directive requiring all public sector entities to transit from cash-based accounting to accrual-based accounting starting from the financial year 1st July, 2024.

The roadmap to accrual-based accounting is a 3-year journey, with the goal of having the first accrual-based financial statements ready for the fiscal period ending 30th June 2025. Therefore, a big percentage of public sector entities today are either planning or are in the process of transitioning from cash-based or modified cash-based systems to full IPSAS accrual. However, the shift demands a thorough understanding of the standards, strategic planning, capacity building, and institutional alignment to attain a successful seamless transition to IPSAS accrual basis.

It is against this background that the Institute has organized a two-day virtual training course designed to demystify the transition process and provide practical tools and guidance for implementation. To guide the discussion during the Seminar, the following topics of discussion will form the focus of this very important virtual event.

i. Introduction to IPSAS– overview of IPSAS and PSASB, importance of accrual accounting, key drivers of IPSAS adoption in Kenya and challenges and lessons learnt from other jurisdictions.
ii. The IPSAS Accrual framework– structure and classification of IPSAS standards, key accrual based IPSAS and Conceptual framework for general purpose financial reporting
iii. IPSAS accrual transition roadmap– 3 year phased approach to transitioning in Kenya, key milestones and deliverables and IPSAS 33: First- time adoption of accrual IPSASs
iv. Key technical areas in transition– asset recognition and valuation, liabilities and provisions, revenue and expense recognition, and consolidation & financial reporting.
v. Change management and institutional readiness– governance and leadership in transition, change management principles, capacity building and stakeholder engagement.
vi. ICT and systems alignment -ICT requirements for IPSAS accrual, integrating accounting software and ERP systems and data migration and system controls.

Private and Public Audit Practitioners, Public Sector Accountants, Chief Officers of Finance & Economic planning of the 47 County Governments, Directors of Treasury and accounting, Directors of budgeting, Chief Internal Auditors of county government and trainers and consultants of public financial management

Continuous Professional Development Units (CPD Units):

Members of ICPAK and reciprocating professional bodies will be awarded 10 CPD Units upon successfully attending each of the sessions.

Charges for the training will be Kes 18,500/= which will cover course fees, materials, and e-certificates of attendance.

National Industrial Training Authority (NITA) Reimbursement:
The Institute is registered as a trainer with National Industrial Training Authority. The Institute’s registration number is DIT/TRN/47. Participants who are registered levy contributors should apply to NITA for reimbursement of their fees. Please note that this is applicable for Kenyan citizens only and subject to NITA regulations.
