OVERVIEW
INPAS, or the International Non-Profit Accounting Standard, is the world’s first globally applicable accounting standard developed specifically for non-profit organizations (NPOs). Launched in October 2025 by the IFR4NPO Project (now under INPRF), it was created through a six-year collaborative effort led by Humentum and CIPFA, involving stakeholders from dozens of countries. Unlike traditional standards designed for for-profit entities, INPAS is a standalone, accrual-based framework tailored to the unique realities of charities, NGOs, foundations, and other nonprofits. It streamlines the preparation of annual audited financial statements and grant reports, addressing long-standing issues like fragmented reporting requirements and the complexities of restricted funding.
One of the primary objectives of INPAS is to enhance transparency, accountability, and trust in nonprofit finances worldwide. It establishes a consistent foundation for financial reporting that improves the quality and comparability of NPO statements. By providing decision-useful information, it balances the needs of preparers (reducing administrative burden) with those of donors, regulators, and other stakeholders who rely on clear, reliable data for informed decision-making. This global consistency helps NPOs operating across borders avoid the inefficiency of complying with multiple, often conflicting national or donor-specific rules.
INPAS places strong emphasis on the proper recognition and presentation of grants and donations, distinguishing clearly between restricted and unrestricted funds. It offers detailed guidance on accrual accounting practices suited to nonprofits, such as when to recognize income from multi-year grants or in-kind contributions. Additionally, it promotes integrated narrative reporting that goes beyond numbers to cover organizational activities, governance, risks, impact, and sustainability—reflecting that nonprofit success is measured by mission outcomes as much as financial metrics.
The standard was designed to reduce reporting burdens while raising the bar for quality. It includes harmonized grant reporting practices (supported by a dedicated Practice Guide) that allow project-level reports to reconcile easily with whole-of-entity financial statements. This helps minimize duplicative efforts when dealing with multiple funders, freeing up resources for programmatic work rather than excessive compliance. Many organizations, especially smaller ones, stand to benefit from its simplified yet robust structure compared to adapting IFRS or other commercial standards.
Adoption of INPAS is gaining momentum, with early adoption encouraged. It is freely available for download from the official INPRF website, along with implementation guides. As more NPOs and regulators embrace it, the standard is expected to elevate sector credibility, attract more funding by building donor confidence, and foster greater international collaboration in the nonprofit space.
Overall, INPAS represents a transformative step for the nonprofit sector, filling a critical gap that existed for decades. By providing a dedicated, practical, and internationally recognized framework, it empowers organizations to focus more on their missions while maintaining high standards of financial stewardship and accountability. Its development “by the sector, for the sector” ensures relevance and usability across diverse contexts, from large international NGOs to local community groups.
